Planning is not a one-time event but a progressive effort to deliver an action plan that achieves project objectives. 

The importance of effective planning cannot be overstated.  A project plan reflects in detail how an organization is going to deliver its project objectives.  This includes the steps to be taken, when, by whom and how.  In addition, planning includes reviewing potential risks and considers processes like communications to keep stakeholders aligned.  A well documented plan directly supports a well executed project.  Of course, changes throughout a project life cycle – updated priorities, fluctuating budgets, shifting constraints – require ongoing and even revised planning and documentation by the project manager. 

Organizations should identify and empower an individual project manager to ensure that the project plan has enough detail and documentation to get the job done on time and on budget.   Contracting with an independent PM with the right planning skill set helps ensure that objectives are met and value is delivered.
